Just paint over it, whatever it is! Never mind if the surface doesn’t take paint well or if the old paint peels off taking the new paint with it. No one will ever notice. If they do, don’t worry. Use Poor Quality Paint

Your clients will never notice if you have to use more paint or it doesn’t good or doesn’t last as long as it should.
